Organisations related to the Northern Metropolis
Further to the promulgation of the 2022 Policy Address, the Government established the Steering Committee on the Northern Metropolis and the Advisory Committee on the Northern Metropolis to strengthen the governance system for the development of the Northern Metropolis. Meanwhile, we have also set up the Northern Metropolis Co-ordination Office, which takes the role of overall championing, co-ordinating and driving role in taking forward the Northern Metropolis initiatives, to strengthen the steering of the overall development of the Northern Metropolis and promote the coordination of various departments and projects in order to further enhancing speed and efficiency.
Besides, we understand that in taking forward the Northern Metropolis, it is necessary to co-ordinate and co-operate with cities in the Guangdong-Hong Kong-Macao Greater Bay Area and relevant authorities, especially Shenzhen, in different aspects. Under the Guangdong-Hong Kong and Hong Kong-Shenzhen co-operation mechanism, the HKSAR Government has set up the Task Force for Collaboration on the Northern Metropolis Development Strategy to strengthen liaison and co-ordination between Hong Kong and the Mainland on matters related to the Northern Metropolis. The Hong Kong side and the Shenzhen side of the Task Force are led by the Deputy Financial Secretary and Vice Mayor of Shenzhen Municipal People's Government respectively.
Steering Committee on the Northern Metropolis
Led by the Chief Executive to provide high‑level policy steer and supervision on the development of the Northern Metropolis. Members include three Secretaries of Departments, the Deputy Financial Secretary and relevant Directors of Bureaux, etc.
Advisory Committee on the Northern Metropolis
Chaired by the Financial Secretary and comprising 37 Non-official Members of distinguished experts and stakeholders in the community to tender advice and suggestions on the development of the Northern Metropolis.

There are four sub-committees under the Advisory Committee on the Northern Metropolis, including the Sub-committee on Planning, Land and Conservation; the Sub-committee on Development of Industries; the Sub-committee on Transport and Other Infrastructure; and the Sub-committee on Promotion and Public Engagement.
Task Force for Collaboration on the Northern Metropolis Development Strategy
Established under the Guangdong-Hong Kong and Hong Kong-Shenzhen co-operation mechanism to strengthen liaison and co-ordination between Hong Kong and the Mainland on matters related to the Northern Metropolis, and is led by the Vice Mayor of Shenzhen Municipal People's Government and the Deputy Financial Secretary of the HKSAR Government with relevant main officials from both sides.
