Implementation Mode - Tsim Bei Tsui and Pak Nai Eco-tourism projects
Invitation for expression of interest
- The Chief Executive announced in the 2024 Policy Address to promote island and coastal tourism in Hong Kong, including developing Tsim Bei Tsui and Pak Nai into eco-tourism nodes.
- The proposal to develop two Eco-tourism Nodes at Tsim Bei Tsui and Pak Nai was generally supported in the public engagement exercise on the Broad Land Use Concept Plan for the Lau Fau Shan area in 2024, with the former to be positioned as a "Thematic Activity Node" and the latter a "Tranquil Scenic Node".
- We are inviting the market to submit expression of interest (EOI) for the eco-tourism development proposals for Pak Nai and Tsim Bei Tsui, with the deadline at noon on 2 July. For details, please refer to the invitation for Pak Nai and Tsim Bei Tsui's EOI (click here)

. Interested parties may provide views on land use, facilities, scale, and operation modes of the projects. Given the substantial sizes of the two eco-tourism nodes (87 hectares for Tsim Bei Tsui and 33 hectares for Pak Nai), future developer(s) may develop and operate the whole or part(s) of both eco-tourism nodes. In other words, more than one developer can participate in the projects. As statutory planning has not yet been conducted for the area, market views will be taken into consideration before finalising the land use.
- This is the first large-scale land disposal initiative by the Government in recent years to promote the tourism industry. The projects are located along the Deep Bay coastline, with rich natural resources and water bodies. Operators can leverage the local natural resources, rural characteristics, and unique scenery to promote recreational tourism.
