The Government gazetted the Northern Metropolis Development Bill on 3 July 2026 with a view to further streamlining planning and lands procedures, expediting construction works, and facilitating industry operation for the Northern Metropolis. The tender for the pilot area under large-scale land disposal in Hung Shui Kiu/Ha Tsuen New Development Area in the Northern Metropolis closed at noon on 3 July 2026. The Government has received two tenders. Every received tender involves a team of enterprises comprising a developer(s) and industry operators, showing that the pilot area facilitates co-operation among different sectors of enterprises to join hands in speeding up the NM development, setting a new course for the diversified development models in the NM. Railway scheme for Hong Kong Section of Northern Link Spur Line gazetted. The NOL Spur Line will establish three new railway stations, with two new stations at Chau Tau of the San Tin Technopole and the Loop for the Hong Kong section, as well as one new station at the new Huanggang Port for the Shenzhen section. Government launched a public consultation on the First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026–2030) on 15 June 2026, including a part to accelerate the development of the Northern Metropolis and advance spatial planning in other areas. The Plan will serve as a forward-looking, strategic and operable guiding document for Hong Kong's development during the next five years, enabling Hong Kong to proactively align with the National 15th Five-Year Plan.
